OEE is only comparable when planned production time, downtime rules, ideal cycle time, and quality disposition are consistently defined. Backlog is useful only when the hours represent scoped, estimated, approved work that can become schedulable.

Neither metric is a target in isolation. Use a trend and a category breakdown to decide whether the next action lies in reliability, planning, materials, skills, or production process control.
